Lower GDP economics tend to have relatively lower ELV flows, although this may be countered by pan-national agreements such as the EU directive on ELV. Comparing China, a rapidly growing market, with the more established automotive markets, demonstrates that the sophistication of the ELV sys tems is a result of the economic and legislative market maturity, itself indicated by GDP and car parc. This paper examines the various drivers of ELV systems, and evaluates the current state of the system in China. Current policies and the rapid growth in the parc will create demand for materials processing and compliance procedures, and the Chinese government has begun to design the necessary infrastructure, both legal and economic, that will be demanded in the next decade.} }
